National Scale-up of eMIS Launched

A Launching Ceremony for National scale-up of electronic Management Information System (eMIS) was held on October 11, 2017 at Pan Pacific Hotel Sonargaon, Dhaka. Honorable Minister for Health and Family Welfare, Mr. Mohammed Nasim, MP graced the occasion as the Chief Guest. Dr. Kazi Mustafa Sarwar, Director General of Family Planning (DGFP) chaired the session. Mr. Md. Sirazul Islam, Secretary, Medical Education and Family Welfare Division (MW&FPD); Dr. Samir Kanti Sarkar, Director (Administration), Director General of Health Services (DGHS); Ms. Caroll Vasquez, Director, Office of Population, Health, Nutrition and Education, USAID Bangladesh were present as Special Guests. Mr. AKM Mahbubur Rahman Joarder, Director (MIS), DGFP delivered the welcome Speech. Md. Humayun Kabir, Senior Strategic and Technical Advisor, MEASURE Evaluation delivered a PowerPoint presentation on Electronic Management Information System of DGFP and DGHS.

In his speech, the Honorable Minister congratulated the field workers and the officials of the DDGHS and DGFP for working towards the realization of vision of Digital Bangladesh in the health sector. He further expressed satisfaction for the work carried out so far and observed that such work should be rolled out nationally in due course. Later, the Honorable Minister formally launched the national scale-up of eMIS in 5 districts, namely, Natore, Jhenaidaha, Madaripur, Moulvi Bazar and Noakhali. Tablets were also distributed to the field level staff by the Honorable Minister. A large number of guests representing MOHFW, DGHS, DGFP, development partners, NGOs and implementing partners of eMIS (MEASURE Evaluation, icddr,b, Save the Children/MaMoni HSS and Management Sciences for Health/SIAPS) attended the event.

Ten booths were set up in the venue to display the operation of eMIS tools in Tablet PCs. The CHWs including their supervisors demonstrated the functioning of the tools.

The implementation of eMIS began in 2015 in two districts: Tangail and Habiganj. In 2017 another 2 districts – Lakshmipur and Noakhali – were added. Under 4th Health, Population and Nutrition Sector Program (HPNSP) of MOHFW (January 2017 to June 2022), there is provision for scale-up of eMIS in 2 Divisions (Chittagong and Sylhet comprising of 15 districts) and 1500 UHFWCs. Therefore, the likely scenario for eventual roll-out stands out as follows:

  1. Community and Facility Modules in 24 Districts by the end of 4th HPNSP (out of total 64 districts of the country).
  2. 1500 UHFWC under the 4th HPNSP. Another 500 UHFWC would also be supported by USAID, which means eMIS tools would be used in more than half of facilities run by DGFP .
